What is an Overseas Employment Certificate (OEC) and how do I apply for my Filipino domestic helper’s OEC in Malaysia?
An Overseas Employment Certificate (OEC) is a document that certifies that a Filipino worker who is hired to work overseas is duly registered with the Philippine Overseas Employment Administration (POEA) and is cleared to work abroad. It also serves as an exit clearance for Filipino workers who are returning to the Philippines for a vacation or at the end of their contract.
As an employer of a Filipino domestic helper in Malaysia, you don’t need to apply for an OEC for your helper. However, your helper may need to obtain an OEC if she plans to go back to the Philippines for vacation or if her contract is ending and she is returning home.
To apply for an OEC, your helper will need to follow these steps:
Visit the Philippine Embassy or Consulate in Malaysia to schedule an appointment for OEC processing. Check the embassy or consulate’s website for the requirements and the available schedule for OEC processing.
Prepare the necessary documents, including her Philippine passport, work contract, valid work permit or other immigration documents, and proof of membership with the Overseas Workers Welfare Administration (OWWA).
Attend the scheduled appointment and submit the required documents for OEC processing. Your helper will also undergo a pre-departure orientation seminar (PDOS) to prepare her for her return to the Philippines.
Pay the necessary fees for OEC processing, PDOS, and other related services.
Once her OEC is processed, your helper can use it as an exit clearance when leaving Malaysia for the Philippines. She should present her OEC and other travel documents to immigration authorities at the airport.
